There is some sense to this. 

When I was working, we had a lot of foreign employees under the work visa program.  Before we could put them on payroll, we had to get them a social security number/card.  You cannot legally work without one.  (We had to take them to the Social Security Office and show their passport and visa.)

Their spouses and children, who were not legally allowed to work, were also not eligible for a social security number.  Instead, we had to get a letter from the Social Security Office that said that they are not eligible for a SS#, and we submitted that to health insurance companies and things like that where they want a SS# to enroll someone in a plan.  They had to accept that. 

So if this system already exists, to separate the workers from the non-worker visitors, then why do they need to make a new and parallel system?  Why not just make it harder to pass your SS card to your friend and let him pretend to be you?  How about a photo on it, like with all the other forms of ID?  Americans already accept that.

Yes, we already have that here.  Even if it is not officially in the law, we are expected to have ID on us at all times.  If we don't, they might take us in. 

But the state that issues my ID is New York.  That is the state I am a citizen of.  The United States isn't a state, it is a federation.

Whenever I have accepted a job, I have gotten the 3rd degree, requiring at least 2 pieces of official picture ID, and a background check to find out if I "owe" the state for child support.

The fact that a gigantic black labor market in fact exists, means that these requirements are aimed at ME, not the black market. No matter how much or how thorough of ID is required, if nobody is going after the black market, then it continues to exist.

Part of the problem with government is that it has a counter-incentive to actually "solve" the "problems" that it uses as justifications for its existence.

Yes, it is obvious that they don't really want to stop illegal labor from being used.

Yet they think it is worthwhile to go after a small company because a Canadian citizen continued to be employed past the expiry of his work visa simply because nobody noticed.  That was the company I worked for.

What sort of example is it if nobody else knows about it?  It's not like a public spectacle was made.

It looks to me like the gov is prepositioning a weapon that it can use to blackmail the businesses community by threatening them with differential enforcement of this new regulation.
