Stump removal

Does anyone know the easiest and fastest way to remove stumps?  I have looked on the internet and all I find is grinding, which doesn't remove the whole thing, or chemicals which still could take years.  I used to hear of farmers blowing them up.  Does anyone still do this?  Is it legal?  Any ideas or experiences with any method?  I have a couple to remove and need the advice.

You're making this too hard. Just run a hose out to the stump and saturate the ground down to where the roots are. You might need one of those injector looking things that your hose screws into. After the ground is completely saturated, chain the stump to the frame of your tractor or truck and pull it out. This works best with a manual transmission.

If I recall correctly (it was 20something years ago) when my parents removed the tree that was smack in the middle of their view of the lake, they hacked out what they could and then burned out the rest.
